The Challenge
The agency operated 40+ siloed legacy systems, many running on end-of-life infrastructure with no API surface area. Mission-critical workflows required manual re-keying of data between systems. The agency had attempted modernization twice in the prior decade — both efforts failed before delivery. A new agency director had a mandate from leadership to show measurable progress within two years.
Our Approach
Paxanimi embedded a mixed team of management consultants and engineers directly within the agency's program office. We began with a current-state systems inventory and process mapping exercise, then developed a phased modernization roadmap prioritized by mission impact and technical risk. We established an agile delivery model adapted for FAR/DFARS compliance requirements and stood up a FedRAMP-authorized cloud environment as the foundation for all new systems.
The Result
The agency achieved its two-year milestone with three months to spare. Forty-two legacy systems were modernized or decommissioned. The new cloud environment achieved ATO and became the agency's standard deployment target for all future systems. The 60% process efficiency gain was validated by an independent GAO assessment — the first time this agency had received a positive technology program assessment in over a decade.
